Which wage determination applies to my project?
The one in your contract. A WD is generally locked in when the contract is awarded (for sealed bids, a modification published at least 10 days before bid opening applies), and later modifications do not change it except in cases such as added out-of-scope work or option extensions. See 29 CFR 1.6(c).
What counts as heavy construction?
Projects that are not building, residential or highway: for example dams, sewer and water lines, utilities and other civil work. The contracting agency picks the construction type; it is written into your contract with the WD. Source: DOL All Agency Memorandum 130.
What if my worker's trade is not on the list?
Work that needs a classification the WD does not list is added after award through a conformance request, which goes through the contracting agency to the Department of Labor (29 CFR 5.5(a)(1)(iii)). Do not use a different classification because its rate looks close.
